Creating a Shortcut for Device Manager is really a simple task. You can't create shortcut of Device Manager while it open at your desktop and you also can't pin it to taskbar.
For creating a Device Management shortcut in Windows 10 you have to follow the steps shown below.
Right click on the Desktop, then click on Shortcut
Now type "devmgmt.msc" without quotes then click on Next
Now type the name of your Shortcut like: Device Manager
Then click on FINISH
